The City of Philadelphia’s Office of Property Assessment (OPA) mailed approximately 131,000 property reassessment notices for Tax Year 2016 to Philadelphia property owners.
Almost 126,000 notices are a result of OPA’s yearly reassessment process to improve and maintain property assessments. The OPA examined properties in certain neighborhoods in the city where values were outside the range of accuracy for assessment purposes, and, using its modeling and analytical tools, the OPA reassessed properties in those neighborhoods. As a result, nearly 67,000 properties will have lower assessments than last tax year and more than 58,000 properties will receive higher assessments than last tax year. Additionally, 700 properties were examined but did not see changes in market value; instead, they may have other changes in their property characteristics or taxable status.
The remaining 5,000 notices are as a result of changes in the type of property, new construction, significant renovation, demolition, etc.
The property reassessment notice mailing will contain other important information including: how to file a First Level Review, an informal review of property assessments completed by OPA; how to file a formal review with the Board of Revision of Taxes (BRT); and a flyer on how local tax dollars factor into the City and School District of Philadelphia budgets.
The deadline for filing the First Level Review is May 26, 2015. The deadline for filing a formal review with the BRT is October 5, 2015.
